The Minister of Labour and Employment, Dr. Muhammad Maigari Dingyadi, on Monday, received in his office author of a new book on social security in Nigeria, Dr. Emmanuel Ulayi.
On the occasion, Dr. Ulayi formally presented his 2026 treatise, “Rethinking Social Security in Nigeria: The Role of NSITF” to the Minister.

He expressed appreciation for the Minister’s encouragement and support throughout the project.
Dr. Dingyadi, who wrote the foreword to the book, commended Dr. Ulayi for his commitment to deepening discourse and scholarship around social security in Nigeria.
He described the book as a timely contribution that reframes social protection from a welfare afterthought to a strategic pillar for national development.
The Minister noted that institutions like the Nigeria Social Insurance Trust Fund (NSITF) have a critical role to play in driving inclusive growth, protecting human capital and building institutional resilience in line with the Federal Government’s Renewed Hope Agenda.
In his remarks, Dr. Ulayi thanked the Minister for lending his voice to the project and for championing reforms within the labour and employment sector.
He said the book seeks to provide policymakers, academics and stakeholders with evidence-based insights on how social security can function as a driver of poverty reduction, economic stability and workforce productivity.
“Rethinking Social Security in Nigeria: The Role of NSITF” is structured into 16 chapters and examines the legal, policy and institutional frameworks of social protection in Nigeria, with a special focus on the Employees’ Compensation Scheme administered by the NSITF.
